A Few days ago, Delhi govt. had passed a decision to scrap cars older than 15 years. This decision made Delhi people panic & created  public indignation. Within days, many car dealers faced market collapse. Many second hand cars were sold at half prices. The order was not only to seize the cars but also prohibited fuel stations from providing fuels to those cars, it was the point where public became uncontrollable and expressed strong objection . These actions of aggression forced the Delhi government to re-evaluate in  this step. Though This decision was taken aiming to control the worsening pollution in the city. 

                                                                                     But due to rising issues among the public, Delhi Govt has put their decision on hold for a few days. With the agenda of controlling air pollution in the city and maintaining calm among the public, CAQM(Commission of Air Quality Management) has announced a meeting in which they may announce a strict decision regarding this step of Delhi Government.

Basic Policy Discussion :

India has a policy to ban diesel vehicles (10 years old) and petrol Vehicles (15 years old) but it is not being followed because of public inconvenience and weakness of the system.

The US does not have such policy for old vehicles at the national level but every state follows own system. States like California have strict rules such as Diesel trucks are being banned post 2036. Every year, Citizens have to pass an emission and safety test. 

The UK has no direct ban on old vehicles but if vehicle does not follow EURO Norms (Pollution standard) then there is fine to run vehicle in ULEZ( Ultra Low Emission Zone). 

Encouragement  for old vehicle scrapping : 

India provides Fame-II subsidy for EVs, but there is no big incentive scrap or retrofit old vehicle. 

US provides Federal Tax credit up to 7,500dollars to purchase Electric Vehicle. 

UK has CVRAS (Clean Vehicle Retrofit Accreditation Scheme) retrofit approval system for commercial vehicles like taxi, bus, van, etc. which results in making old vehicle compliant. In London, the Public gets incentive up to 2,000 . Under Scrappage scheme. 

Air Quality : 

In India, cities like Delhi have the worst AQI in comparison of whole world.

In US, major cities are having average AQI of PM2.5 .

In UK, Cities like London are having a very clean Air quality comparatively. 

In our country, where we are still facing so many difficulties in enforcing laws on old vehicle Countries like US, UK are shifting people to cleaner vehicle in very smart ways.
